In business since 2001, Utility Savings & Refund, LLC (US&R) has always focused on controlling the energy costs of our customers. Our services have ranged from natural gas and electric power procurement to onsite installation of power generation – including vanadium flow batteries for energy storage.

Electric energy storage has been an important focus for us due to it’s ability to reduce peak power costs, improve reliability and integrate renewable energy — all with zero emissions. Energy storage is a great solution for on-site power, although other clean energy options are also available.

Our clients have included: agri-business, food processing, waste water districts, textile, chain restaurants, luxury hotels, apartments, hospitals, schools, colleges, city governments, and many other large commercial and industrial energy users.

Utility Savings & Refund, LLC is a California limited liability company located in South Orange County.  We developed and helped install the largest flow battery system in North America, 3.6 megawatt hours, located in Oxnard California.

Charles R. Toca

Charles R. Toca is the General Manager for Utility Savings & Refund, LLC (US&R), He has been the vanadium flow battery sales affiliate for UniEnergy Technologies, VRB Power and Prudent Energy, founding member of the BioEnergy Producers Association, and Board member for the California Electric Users Cooperative (CEUC).  Charles is located in Southern California and has made numerous presentations before the California Public Utilities Commission (CPUC) and the California Independent System Operator (CAL-ISO) in support of VFB energy storage. His support for long duration energy storage comes from his commitment to onsite clean energy.  He’s procured clean natural gas service for hundreds of companies, represented over 60 businesses for refund claims after the 2001 energy crisis and has formed not-for-profit buying groups to procure energy services.
